You can fill out the FAFSA® as normal.

The FAFSA® never asks about your parents' citizenship status. Your parents' citizenship status does not affect your eligibility for federal student aid. Parents without a Social Security number can still create an FSA ID to access the FAFSA®; and provide necessary information.
